After Mark Master Masons Lodges had been established in November 1991. R.Wy. Bro. Ian L. Hutchinson agreed with Mark Masons Hall in London and with the M.W. Grand Master of the Grand Lodge of Spain, M.W. Bro. Luis Salet Gusils, to bring into Spain further British Degrees.
On the 28th-29th of April 1993. V.Wy. Bro. C.F. Starnes proposed and was supported by Wy. Bro. Ian L. Hutchinson both of the Charles Edward Keyser Conclave No 105, that 38 Brethren including the M.W. Grand Master of Spain Luis Salet Gusils would be inducted into the Order of the Secret Monitor at the Masonic Hall Javea.
On the 30th April 1993, The Deputy Grand Supreme Ruler, R.Wy. Bro. Timothy John Lewis supported by R.Wy.Bro.Peter Glyn Williams Grand Secretary assisted by six other Grand Conclave officers Consecrated the Javea Conclave No 378 and Installed Wy. Bro. Ian L. Hutchinson as the first Conclave Supreme Ruler in Spain.
Catalonia Conclave No 382 and Seferad Conclave No 388 were Consecrated with Wy.Bro.Luis Salet Guisils becoming Supreme Ruler of Catalonia and Wy. Bro. Juan Crozet becoming Supreme Ruler of Seferad. On 11th November 1995 Caledonia Conclave No 411 was Consecrated at the Masonic Hall Javea.
On the 21st February 1998, M.Wy. Bro. Peter Glyn Williams Grand Supreme Ruler, Constituted the District Grand Conclave of the Order of the Secret Monitor of Spain.
The Installation of the first District Grand Supreme Ruler followed with R.Wy. Bro. Ian L. Hutchinson being Installed as District Grand Supreme Ruler of Spain.
